Modernizing a Local Government’s Digital Infrastructure
When the IT leader of a city government was referred to us by another municipality, we were glad to help.

The city had started a Microsoft 365 email migration with another vendor, but the project quickly stalled due to poor planning and unresolved domain issues. After putting the project on hold, the city issued an RFP, and based on our experience and strong references, we were selected as their partner to help move the project forward.
The Challenge
The city was still relying on older systems for email and user management—specifically Exchange 2010 running on Windows Server 2008. These systems were no longer supported, and their cyber insurance provider required them to move to Microsoft 365 and put multi-factor authentication (MFA) in place.
Before they could move forward, however, they had issues with their internal domain that needed to be resolved. The way it was originally set up made it incompatible with modern cloud services like Microsoft 365. To move ahead, the city would need to either clean up the existing setup or build a new domain environment from the ground up. After discussing various options with the city, they decided to move forward with migrating to a new domain.
A Tailored Solution for a Successful Migration
Here’s how we’re helping the city build a modern, secure environment:
- New domain environment: We’ll be creating a brand-new domain environment using Server 2025. This gives the city a clean slate and avoids the limitations of legacy policies and past configurations.
- MFA Implementation: The project includes implementing multi-factor authentication using hardware security keys across the organization. MFA will be rolled out after the new domain is in place but before the email migration.
- Email Migration: We’re planning and preparing to migrate more than 200 mailboxes to Exchange Online.
Working Together
This is a collaborative project. The city’s IT team will be closely involved throughout the process, and we’re working together to make sure every step is done right. By building a new domain environment first, we’re setting the foundation for a secure, stable Microsoft 365 deployment—and helping the city meet both immediate requirements and long-term goals.
