Many people assume that public cloud is limited to the major providers like Azure and AWS. Although these are examples of public cloud solutions, the public cloud can be any off-site, multi-tenant infrastructure, OPEX solution.  

Likewise, private cloud is thought to be strictly off-prem dedicated infrastructure. However, your own on-prem infrastructure is included as private cloud. 

Therefore, public and private cloud solutions are not strictly defined by where the infrastructure is located but rather by their unique characteristics.
